'dhcp1a' is a typo.  Try 'dhcp1.orbit-lab.org'.  This works for me:

# ntpdate dhcp1.orbit-lab.org
 1 Jul 14:40:35 ntpdate[2694]: adjust time server 10.0.0.9 offset -0.378458 sec
